more control over hypoSpaces and hypoTesting, including:

• Create hypoSpace using a specific TestStatistic (new enum) to ensure correct configuration
• the "scan" range on the poi controls the range when constructing an auto-scan hypoSpace (nPoints = 0)
• the "initVal" string attribute on a poi controls what initial value is used for ufit of a hypoPoint

enabled an automatic merge when the pipeline for ead48148 succeeds
