Added track_changes flag, ON by default

Hi @will,

This implements your suggestion from the readme update branch to have this build_always option on by default. I created a TRACK_CHANGES option for this in the top level projectoptions.

Once this is merged, I will fix the readme in the respective branch such that we can merge that one too.
