Base docker image

Zef Wolffs requested to merge base_image into master

With this MR I've addressed issue #27. We now have a single stage in the CI that builds the base docker image and is only built manually (by going to CI/CD -> Schedules -> play button next to "Build base image"). All of the other docker images in this repo use that image as starting point.
