Fixed Tier0 processing crash and add new Protocol Buffer format 

It was impossible to process files for 2017 data taking due to
a bug processing Coral.AttributeList

Added new format for EventIndex files based on Google's Protocol
Buffer. New EventIndex files are now upload to the CERN's object
Store.

First commit after moved from SVN to Git
