Add asetup_wrapper, gcc62 as default platform (HLTUtils-01-04-00)

	* Remove pt/athena_wrapper
	* Add generic asetup_wrapper
	* python/hltOksUtils.py: Update cmtconfig tag to gcc62
	* HLTUtils-01-04-00
