Fix for non-unique track decorations by JetFitter (ATLASRECTS-6528). 

With this fix, every instance of JetFitter adds its own decoration.
A non-ambiguous naming scheme is adopted, based on jet collection.
Corresponding changes to exclusion / inclusion lists are included.
This fix also makes sure all tracks are decorated.
