Updates in the tesMuonDetector for tracking geometry validation - Include ATLAS propagator comparison to the ACTS

Changes for doing tests with the propagator, including
Extra scaling for the magnetic field which seems to be necessary
Modifying the MuonDetectorBuilderTool to only build eta surfaces
Modifying the MuonDetectorNavTest to start propagating from the IP
