Move AFP_LocRecoInterfaces and add copyright.

AFP_LocRecoIntrefaces package is moved to directory
AFP_Reconstruction, where it should be.

Copyrights are added to AFP_LocRecoInterfaces/IAFPSiDLocRecoTool.h
