athenaHLT: change default HLT result size limit to 32 MB

Decode the per-ROB truncation status and store it in the `TrigDecision`.
Since we only support one truncation status, we use the convention of
reflecting the main HLT Result ROB if available, otherwise the combined
status of all other ROBs (but there should only be one for a given
non-Physics stream).

In any case, for severe truncations (debug stream) the status from the
event header has priority.

Companion to !64583 and relates to ATR-27986.

Hello,

This MR is making a few methods const. That will help migrate some algorithms to re-entrant, hopefully. There is more to come, but I submit a first batch not to make the MR too big.

We are using 32 MB as the default event/result size limit online (set
via `DcmApplication.sbaBlockSize_MiB`). Use the same value for
`athenaHLT` to make it easier to reproduce the same behavior.

Adding plots from MR (!63105)

Make the `TriggerRecoConfig` module "runnable" by leveraging the
`--config-only` option for the unit tests. This allows making use of
that CA module to test simple trigger-only reconstruction from the
command line.

Also replace `nopost.sh` with `noerror.sh`.
