L1CaloFEXSim: cleanup unused headers

Hello,

This MR is mostly dropping headers that are not used, in the eFEX domain. Some sides changes are made to prepare for algorithm re-entrancy (e.g. turn methods to const).
More to come, I submit this batch not to make the MR too big.

Re-use the default flags from `runHLT` in the `test_menu_CA` script.
Also remove the use of an input file as the menu should not depend on
it (ATR-27720).

athenaHLT: change default HLT result size limit to 32 MB

Decode the per-ROB truncation status and store it in the `TrigDecision`.
Since we only support one truncation status, we use the convention of
reflecting the main HLT Result ROB if available, otherwise the combined
status of all other ROBs (but there should only be one for a given
non-Physics stream).

In any case, for severe truncations (debug stream) the status from the
event header has priority.

Companion to !64583 and relates to ATR-27986.
