Added options to be able to specify unique settings for the algorithms,
descriptions and displays. Each of these is set by specifying a file
where different specialisations for different histograms can be
specified

The new Trigger-related code added in this branch is not compatible
with AthSimulation base and so has to be hidden during the AthSimulation
build. Part of the fixes for ATLINFR-1711

AFP_LocRecoIntrefaces package is moved to directory
AFP_Reconstruction, where it should be.

Adding package that clusters AFP tracking hits and transfroms them to
station local coordinate system. Before all this was done in the track
reconstruction algorithm.

The typo in this processor statement meant that the code in the
JetTrigAuxContainer.h file was not ignored by AthSimulation builds,
which then lead to the build failure of xAODJetAthenaPool in this Project.
Part of the fixes for ATLINFR-1711. Should be completely transparent
to Athena project builds.

This fixes some double counting in multi-muon chains between calotag and combined muons.
Before this dimuon chains with calotag muons were not guaranteed to have two different muons as the calo tag and combined
muon finding is independent. Some overlap removal was added to the calotag hypo to avoid this.
ATR-16248.

Add some environment variables with a standard pattern of
External_URL and External_REF that control the repository
URL and refrence used in the checkout scripts. This makes
it much easier to test changes to these repositories
before they are merged into the main repos. The special
value "current" for the URL signals no clone or checkout
and leaves the current checkout in place, so that even
uncommitted changes can be tested.
