Reduce the scope of the `globalflags` import as some functions from
`TrackingCommon` (e.g. `setdefaults`) are even used in CA configurations.

Remove usage of legacy job properties for Pixel/SCT ROB identifiers.
Hard-code the values instead as they never change.

Relates to ATR-26732.

Pass the `flags` in the L1 menu generation and remove usage of legacy
flags. The menu name is still passed explicitly in some places, but in
principle that could also just be taken from the `flags`.

As it turns out, matplotlib actually depends on zipp. But unfortunately
the corresponsing LCG RPM doesn't reflect this. So we need to
explicitly set it up ourselves.
