update the jobOtion, add cpu and memory monitoring, auto rename the output root and perfmonmt files, change the outputLevel to INFO for MuonSegmentReaderCfg, switch off the reading of the DCS data

The async HLT EventLoopMgr is now the default.

Now that the HltAsyncEventLoopMgr is used by default we can drop the old
one and restore the original naming.

Reduce number of events and other minor cleanup for the self-test.
