Ensure that ProductionStep is set to Simulation for ReSimulation jobs

After !55600, ProductionStep is no longer set by `ISF_Skeleton.defaultSimulationFlags`,
so `ReSimulation_Skeleton.fromRunArgs` needs to be updated also.

This should fix ATLASSIM-5976 once the change is swept to ~master.

TrigP1Test: add ART test for stop/start conditions loading

Add an ART test that simulates conditions changes during a stop/start
transition as it would happen at P1 when conditions are updated during
an ongoing run but only reloaded at the next stop/start.

Relates to ATR-26091.

Add the `execAtStart` property that can be used to specify a list of
algorithms/sequences that should be executed at the end of the
prepareForRun transition. This can e.g. be used to execute all CondAlgs
once before the first event to improve memory sharing:

ServiceMgr.HltEventLoopMgr.execAtStart = ['AthCondSeq']

Relates to ATR-26138.
