Updated all projects to atlasexternals-2.0.172.

At the same time removed the REQUIRED flag from the projects
when looking for Gaudi, tdaq and tdaq-common, and synchronized
how they would all look for their base projects.

Also removed a hack from Athena/CMakeLists.txt that should have
been removed a while ago.

Updated path for MC samples used in the AnalysisTop CI, with ptag p5855

ConfigText: Allow algorithms to be configured using a YAML configuration file

ConfigTex.py contains the implementation to read, print, and process a YAML configuration
file. The contents of the configuration files will be used to configure the algorithms
used to define objects, OLR, define input and ouput.

An example configuration file has been added to the data directory to demonstrate a simple
analysis configuration as well as provide information on the available options and the
expected type.

The implementation requires the pyyaml package that is currently not included in
AnalysisBase releases and must be installed manually. The package has been requrested
in ATLINFR-4882.

TileMonitoring: Migrate Tile TB monitoring tool for Run3

New TileTBMonitorAlgorithm has been added to monitor Tile TB for run 3.

Functionality has been copied from TileTBMonTool.

Configuration of Tile TB monitoring algorithm has been added for run 3 (CA-based).

Test of Tile TB monitoring algorithm has been added.

-Histograms that need to have a binning equal to nBins = lowerLimit + upperLimit $\pm$ 1, where lowerLimit and uppperLimit are the lower and upper
end of the corresponding axis, respectively, are modified in order to have the correspoding value of the bin centered.
-Unsigned phiID is transformed to signed phiID through a method in `Utils`.
-Trigger relBCID vs LB plots added in the `Expert` folder.
