Fixes previously incorrectly setup FastCalosim collection names in the
ISF_CollectionMerger.

The problem was in the handling of oveflow bit in CMXRoI for
restricted regions

This merge request updates the geometry versions, conditions tags and
run numbers used in the simulation and digitization commands to supported
values. This should fix ATLASSIM-3300. Currently the versions used
match SimCoreTests. In the longer term we should update the jobs to
use MC16 geometry/conditions and switch from using AtlasG4_tf.py to Sim_tf.py,
as used in production.
