Dedicated stream with special trigger type is used for Tile noise
monitoring in which all drawers should have all channels with samples.
But sometimes in some drawers there are only channels with samples
which have difference between minimum and maximum samples above threshold.
In this case calculation of noise parameters are screwed up.
Now such Tile drawers are ignored during calculation of noise parameters.

This fix ensures that the MuonTruthDecorationAlg always adds the CaloEntryLayer_, MuonEntryLayer_, and MuonExtLayer_cov_extr variables to the truth particle.
The only difference is thus that an empty vector will, in rare cases, be added to truth particles: this will happen rarely enough that running the Tier0 tests shows no changes.
Output from the Tier0 tests is available at /afs/cern.ch/work/w/wleight/public/MuonSW/ATLASRECTS-3787/.
Note also that this only applies to MC.

This adds the TruthMetaData and TruthMetaDataAux containers to the full xAOD through a modification to RecExPers. This will avoid us having to make this metadata on the ffly in the derivations. q-tests 221 and 431 passed - see attached.

Introduced SplitKey variable which is set to true if the chain name contains the "split"
substring.
This allows to plot x,y,z variables of the primary vertices in cases
when in the split chain the default PV reconsruction fails, and the
reconstruction is carried out with the EFHisto algorithm.
The modification is tested successfully on q221.
