TileTBRec: Update Tile TB reconstruction configuration for FELIX

Configuration of Tile TestBeam reconstruction for FELIX has
been updated to setup correct ADC max and amsk values, and to add possiblity
to filter digits or raw channels. By default raw channels are filterd:
raw channels with high gain are selected if there are no overflow
othewise raw channels with low gain are selected.

TileMonitoring: Update Tile TB cell monitoring for FELIX

Tile TestBeam cell monitoring has been updated to add possibility
to monitor cells reconstructed from data readout via FELIX:
- possibility has been added to scale cell energy;
- name of the Tile TB cell monitoring algorithm, input calo cell container,
  cell energy scale factor, and top directory has been set up differently
  for cells reconstructed from data readout via FELIX and legacy system.

The new HLT global conditions tag was validated in HLT reprocessings (ATR-29384, ATR-29387), so we can move from CONDBR2-HLTP-2024-01 (current default) to CONDBR2-HLTP-2024-02.

TileTBRec: Add Tile raw channel gain filter algorithm

Tile raw channel gain filter algorithm has been added to filter only raw channels
with one (low or high) gain when there are both of them in container,
because for cell reconstruction raw channels are needed with only one gain.
Tile raw channels with high gain are selected if there is no overflow in the corresponding digits
from which they are reconstructed otherwise raw channels with low gain are selected.
