NewJO decision tree generating refactoring

Krzysztof Piotr Jamrog requested to merge kjamrog/athena:newjo into master

This MR introduces new function for generating decision tree and additional rules in UnifyProperties module. This will allow to get rid of cache usage in chains generating mechanism, what will be continued in separate MR.

A small fix to iconfTool has also been added.
