MM clusterization tool

Moving the Micromegas example clusterization code from the RDO->PRD converter to a dedicated package.

Adding the needed configuration in MuonRecExample.

Also, some modification in the interface tools for both MM and sTGC.

The qTestsTier0_required-test failed. @rosati , do you know if it is connected with your changes?

L1 shifter

Hi @pberta, yes the failure seems unrelated, is in fact related to Mdt's. Also, in the tests of 1 day ago everything was running fine and since then only minor changes (mainly just comments) have been introduced.

Ok, I am not sure if this is just infrastructure problem, so passing to L2 shifters to help. There is also one unresolved discussion for L2.
