Adding variable HadronConeExclTruthLabelID to heavy-ion jet collections

Rui Miguel Faisca Rodrigues Pereira requested to merge pereira/athena:21.0-hadrontruth into 21.0

This is the standard reference for truth flavour info in b-tagging studies, but had not been included in the heavy-ion jet reconstruction, which is performed separately from that of other jet collections. Urgent since it is essential for heavy-ion MC productions which are waiting for its inclusion.
