Fixing usage of average mu reweighting for systematics on data (ANALYSISTO-752)

Previously, we always used average mu reweighting for systematic variations even when the actual mu reweighting was used. This is now fixed.

Also added new config option to explicitly use actual mu reweighting (PRWActualMu_FS/AF) and decorrelating this option from PRWConfigFiles_AF/FS
