Add decoder tool for unseeded chains

Tomasz Bold requested to merge tbold/athena:add-decoder-tool-for-unseeded-chains into master

With this MR an addition decisions container is produced by L1 Decoder alg. This container contain decisions of all unprescaled chains. If the FS reco would need to launched for some of chains it will be possible to setup the filter algorithm with specific chains to read from this container and gauge the following input maker. For sake of symmetry the decisions are linked to FS RoI object.
