PROCTools: RunTier0Tests.py bugfix for r2a flag

Alaettin Serhan Mete requested to merge amete/athena:21.0-BugFixRunTier0Tests into 21.0

The r2a flag was not being passed to the actual transforms correctly. This was causing spurious failed tests. This issue is fixed w/ this MR.
