CellMakerTool methods are const.

Scott Snyder requested to merge ssnyder/athena:constCellMaker.CaloInterface-20190206 into master

ICaloCellMakerTool::process and ICaloConstCellMakerTool::process are now const, with an EventContext argument. Adjust uses of it. Working to make more of the calorimeter reconstruction reentrant.
