Externals Update, 21.9 branch (2019.02.06.)

Updated all projects to atlasexternals-1.0.48 and Gaudi-v27r1.019.

The main purpose of this update is to fix ATLINFR-2911. Unfortunately however, unlike all the other 21.X branches, 21.9 has to update from a much older version of atlasexternals. Between 1.0.34 and 1.0.48 a lot has happened. atlasexternals@1.0.34...1.0.48

So while I want to leave 21.3 and 21.6 alone until the CI finishes on !20937 (merged) (they'll both be doing basically the same update), I wanted to start this one right away.

The update in Gaudi version was just done to get the projects in sync. As some of them were already using 019, while others were still on 018.
