Updates for G4AtlasApps unit and ART-build tests

Switch off test_G4Atlas and test_G4Cosmic ART-build tests for master,AthSimulation. Should fix ATLASSIM-4012.

The test_AtlasG4_cosmics_configuration.py and test_TestBeam_tf_configuration.py unit tests have been updated to take into account the fact that xAODMaker::EventInfoCnvAlg/xAODMaker::EventInfoCnvAlg has been added to the start of the AlgSequence of all jobs which generate events on-the-fly.
