add LArHVCondAlg to TrigEgammaToolFactories

Add LArHVCondAlg to TrigEgammaToolFactories since this is now producing the AffectedRegion CDO that cluster corrections are using. This is to address an problem encountered during the physics validation of the master branch (ATLPHYSVAL-606).
