WIP Master jetchainconfig1

Add code to use prototype jet configuration code. Not all chains supported, in particular chains where the jets are not treated independently are not supported.

Switching from calling trigJetHypoToolFromName to calling trigJetHypoToolFromDict should work with no further changes, except to tidy the code by removing the obsolete function.
