Vetoing esplicitly a 'problematic' CSC chamber (anyway off in most of the data) in the muon HighPt selection WP

This MR adds to the HighPt muon selection WP a geometric veto on a 'problematic' CSC chamber that is anyway off in most of the data and disabled in MC. It might give troubles when retrieving the scale factors for muons close to the boundaries of that chamber. The details are explained here. All the other selection working points are unaffected.
