Fix for running data in MuonCombinedRecOnlySetup

William Axel Leight requested to merge wleight/athena:disableBeamBackgroundFiller_MuonRecRTT into master

Muon overlay needs to be turned off in this situation. This should fix broken ART tests for cosmic and toroid-off reco, see ATLASRECTS-4856.
