Optimizing CaloLCWeightTool

This MR should address issue found in ATLASRECTS-4859, where CaloTopoCluster::Execute timing has exploded as consequence of change in CaloLCWeightTool. Tier0 tests runs fine RunTier0Tests.log, and timing of CaloTopoCluster::Execute decreased in these tests by 30%
