Precision tracking in muon trig

Adding a file containing function which retrieves precision tracking algorithms and key for TrackParticles and TrackCollections. This first implementation is also added to muons @markowen @sshaw @nakahama . @smh In the end, I am not including changes to the FlaggedCondData to this merge as so far I haven't found a simple way to include this without breaking everything. I have discussed with @jmasik who will follow up on this as well.
