Update Simulation configuration unit tests.

After !21180 (merged) was merged all simulation jobs running outside of ISF now include the EventInfoTagBuilder/EventInfoTagBuilder algorithm. Should fix ATLASSIM-4061.

ISF jobs are unaffected as they use: AthenaPoolOutputStream( ... , noTag=True) to create the output stream.
