Delete uneeded copies of pointers in sTGC Digitization (ATLASSIM-3832)

Chav Chhiv Chau requested to merge cchau/athena:stgcDigitPointer into 21.3

Many pointers in sTgcDigitizationTool.cxx are unnecessary and could potentially cause memory leak. So the merge request deleted the copies of pointers following the discussion in ATLASSIM-3832.
