Updates for monitoring of the online ROBDataProviderSvc (see also ATR-19249)

Updates to use proper THistSvc when TrigMonTHistSvc is configured and to adapt the time histogram ranges for mu sec resolution.

Further the following scripts were added:

  1. "athenaHLT-select-PEB-stream.py", for creating bytestream files for streams with partially build events from athenaHLT output files
  2. "ros2rob_from_partition.py", for creating Python configurations for ROS to ROB mappings, which can be used with athenaHLT, from partition files
