21.9: remove local xml

Removing all local Xml, etc, files such that geometries are loaded from DB content when using appropriate GeoTags. Also updating various places where fixes were needed to allow this to work correctly.

Creating merge request (not in WIP) to see results of CI test, but this should not be merged until after !22221 (merged) has gone in, and been shown to fix ATLITKSW-75 so that the ART tests can be updated to use the CLOB geometries.

EDIT: The above criteria should now be satisfied.
