TRT_DriftCircleTool: Update ConditionsSummary property of cosmics tool.

Change the ConditionsSummary property of TRT_DriftCircleToolCosmics from a service to a tool. This matches an earlier change to TRT_DriftCircleTool and fixes a configuration crash seen in q220.
