Simplify muon chain definitions

Savanna Shaw requested to merge sshaw/athena:efmuontrigger into master

Adding a dictionary for the different types of muon chains instead of if/esle statements (ATR-19555). Hopefully will make it easier to read and maintain as we add in different variations of muon triggers.
