First import of new Algorithm FTKTrackMakerMT replacing FTK_DataProviderSvc in AthenaMT ATR-19132

The code has already been reviewed in !22064 (closed) and I implemented all the changes requested. However in the mean time a merge conflict arrose. After 2 failed attempts to fix the conflict it was decided that it was easier to start a new MR. @fwinkl I implemented all your changes. Please could you approve this. Thanks
