ATLASRECTS-4440: Raise pt threshold for VR track jets to 4 GeV

Dan Guest requested to merge dguest/athena:raise-vr-jet-threshold into 21.2

This should reduce the size of derivations that use VR track jets a bit. The previous threshold to build VR jets was 2 GeV, which I don't think anyone was using.
