Removing OutputLevel = DEBUG in TrigCaloRecConfig.py

Hi @wleight,

As @jmasik suggested I have removed OutpuLevel=DEBUG in TrigCaloRecConfig.py (actually commented with a note in case in future we want to see where its useful to have an OutputLevel message display). Let me how it goes.
