Counts monitoring in TrigUpgradeTest

Two things are added:

  • a provisional chainDump script to create HLTChain.txt file from expert-monitoring.root
  • full_menu test in ART grid version with 1000 events for day-to-day counts monitoring

The chainDump workaround is only temporary because we haven't yet implemented the ChainAcceptance monitoring histogram which the existing chainDump script uses. Once we have that, we can remove the workaround.

Three MRs reducing debug output need to be merged before this one: !22596 (merged), !22604 (merged), !22607 (merged). Without them, the log file of the 1000-event test has 3 GB.
