Migrate ClusterCellWeightTool to CaloNoise CDO

  • Builds on (actually includes) !22628 (closed)
  • Changes the interface IClusterCellWeightTool to pass the EventContext
  • Migrate CaloLCWeightTool from legacy CaloNoiseTool to CaloNoise CDO
  • Adjust various joboptions

Tested with q431 and q221. Produces identical ESD file.
