TrackToCalo+MuonCombinedBaseTools: Migrate from CaloNoiseTool to CaloNoise conditions object.

Migrate CaloCellCollector from CaloNoiseTool to CaloNoise conditions object. Remove a bad const_cast in passing.

Migrate MuonCreatorTool from CaloNoiseTool to CaloNoise conditions object. Needed to go along with changes to CaloCellCollector.

TriggerMenuMT: Update for parameter change in MuonCreatorTool.
