moving and capitalizing (starting letter) PrecisionCaloRec and PrecisionCaloSequenceSetup to TMT/Egamma

PrecisionCaloRec was being imported from TUT and PrecisionCaloSequenceSetup was being imported from a common-sequence; both are Egamma specific therefore moving them to TMT/Egamma.
