TRT cosmics event phase

Peter Hansen requested to merge hansenph/athena:22.0-TRTCosmics into master

The calculation in beginRun() of the average T0 is moved to a new Condition Algorithm (instead of just calculating it once and for all is in the current master).

TRT_CalDbSvc is replaced by a private TRT_CalDbTool everywhere in the cosmics reconstruction where this was possible. That goes also for TRT_StrawStatusSummaryTool.

The corrections for HT and ToT that were recently introduced for Argon gas in TRT_DriftCirleTool are now also in TRT_DriftCircleToolCosmics.
