Add TrigFTKFastSimTruth algorithm

This merge request introduces the algorithm for the truth based FTK FastSim. The algorithm relies on two new tools, for which the interface is included in the merge request. The tool implementations will be added in a future MR, to keep this one short.

The code is based on the original implementaion by @fscutti, rebased onto 21.3, and reduced to the parts needed for the fast sim.
