fix ATLASRECTS-4972

Pavol Strizenec requested to merge pavol/athena:ATLASRECTS-4972 into master

This should fix problem mentioned in ATLASRECTS-4972. CaloNoiseTool should be removed soon, but because of monitoring tools will be migrated only during summer, we keep it configured for the legacy monitoring still.
