Make GitLab highlight `.icc` files

Paul Gessinger requested to merge pagessin/athena:highlight-icc-as-cpp into master

This .gitattributes file will instruct GitLab to highlight .icc files as C++, rather than displaying them as unhighlighted plain text. This will only work after the file is in the master branch, but we have the same setup in the Acts repository, and there it works fine.
